Community Based Clean Water Project

Background 

Clean and drinkable water is one of the major health issue for people in rural area of east and central Kalimantan. The land's richness of natural resources such as metallurgical and thermal coals means that the soil is rich also with metal components like ferrum and mercury. These components causing the water to undrinkable and sometimes poisonous.

To overcome this, BHP Billiton set up a project called Clean Water Project to about 10 villages who severely hampered by this water symptoms. Various techniques is used differently to each village according to its land conditions.

Community Based Water Management

Technical construction of clean water system might not a big challenge but to make it acceptable to the community thus making it sustainable is another story. In order to achieve a sustainable project especially in rural area, one must think how to make this project owned by the local people and Government. One thing to achieve this is through the establishment of water management body.

Socialization Phase

This activity is divided into :

1 . Establishment of water supply development committee

This establishment has been doing activities held at the local area involving elements of local village leaders, conveyed by village head in order to invite the community leaders , youth and religious education as well as practitioners in the formation of the building committee meeting while , before the committee managing water supply is permanently molded.


2 . Establishment of a technical team also coincide with the formation of the building committee

3 . Community resource mobilization team formation also coincided with the formation of the building committee

4 . Training capacity of the committee , the technical team , and a team of community resource mobilization in line with the formation of the building committee that is permanent , it can not be done because of the suspicion and mutual trust for others they are still established after all these years, taking care of the polemic is happening in the community better disseminate the work program .

The organization structure

A. Advisory
elected people sitting in the organizational structure are considered wise and elder in a village or neighborhood , their duty to provide input , direction and may be a mediator of conflict in a society in which the organization was formed .

B. Chairman
Chairman of the task as a driving force goes institution established by always engaged actively provide guidance to those people involved in the institution he leads .

C. Technical Team
The task of the technical team are : a group of people who have been deemed competent by the community and to be able to learn to be water technician ( plumber , cleaner , casting ) into a pump machine operator , calculate water flow and can understand how to measure the contour of the ground in a simple and others .

D. The team mobilization of community resources
This team has the task of mobilizing the community worked together to develop their means , to collect local materials such as sand , rock , coral and wood , set the pattern of mutual cooperation in the community and who can take care of local land handover.

Agricultural Training

Central and East Kalimantan is a vast region with natural rain forest environment. Traditionaly, the inhabitant live their life as nomad people and creating their land extension by fire. We tried to improve their livelihood by educating them with modern farming and agricultural techniques .

BHP Billiton with its aim to encourage sustainable development for the surrounding community commission national and local consultants such as Bina Swadaya, we commenced the three year agricultural training for local target people comprises of 28 villages in two regencies.

Education Program with Sampoerna Foundation

Education is still a struggling part of Indonesian development. Archipelagan country with vast land to cover and sprawl locations is only few of the problem we are facing. The same problem lies with our target community whereas the region is located in remote areas with very limited access of transportation.

Autonomuous policy also hampered the situation, while local government is lacking capabilities and knowledge to improve the situation.

BHP Billiton education program which aimed at development of school capacity including teacher education, scholarship programs, school building rehabilitation. We engage this program with the assistance Sampoerna Foundation: an independent education consultant, well known for their capabilities in education development.

Media Engagement Program

BHP Billiton thought that media is an important aspect to managed. It could serve as two sided knife if it's not maintained properly, good public relation could get you in right places, while bad public relation could destroy you. So in order to achieve the good media coverage we need to maintain our relationship with them at least to get them aware of our achievement towards the community improvement.

Media Engagement Program (MEP) is an annual media workshop program between the company and national journalists and media. This time the workshop held in the core of the operation in Central Kalimantan, so the journalists can have first hand experience regarding company's activity towards the local inhabitants.

Plastic Surgery Program-InterPlast

There have been many unfortunate people especially children in the company's community, who had birth defect or burn injury from forest fire that affect their capabilities to move or body deformation.

Charity Plastic Surgery Program, a charity joint program with the cooperation with other mining companies in Balikpapan (East Kalimantan). BHP Billiton and other companies such as Total, Pama, Thiess, and Trakindo collaborates to organize international medical experts to perform a plastic surgery to each target community groups.

Erasmus University, Rotterdam 2004

Well, this should have been put in before. I managed to won my second full scholarship award from Nuffic (Netherland Government Education Agency) in 2003 to study Master Course in two countries!

The study is done partly in Rotterdam, The Netherlands and the other part in Lund, Sweden. It is wonderful no? I have the opportunity to experience two of the most prominent countries in Europe and get to gain their in-depth knowledge.

The study is in Urban Management, a field I have chosen because of my line of work (at that time) as planner in Indonesian government agency in urban development.

I managed to get the permission from my company: National Urban Development Corporation (Perumnas) while working as Regional Director Assistant. As soon as I finished my education in Holland and Sweden, I got promoted as Corporate Program Manager (national). Thank you Nuffic for the chance of experiencing higher international education!

Maastricht School of Management - 2007

Hi, this is the third time I've won a full scholarship, this time it has been awarded by Nuffic (Netherland Education Centre) The Netherlands Govermnment Education Agency. The year is 2007. Another point for my career improvement.

I have to compete with other international candidates for this award and luckily, I won!

The program is a Diploma Post Graduate Course at Maastricht School of Management, a renown business school in the southern Holland.

It is a real pleasure studying there. Nice city, nice people, old town atmosphere! plenty of European culture to experience. I have done this in 1 semester only and quickly get back to my position as Corporate Program Manager for Perumnas (National Urban Development Corporation).

Community Relation Activity

Community relation is part of a company's responsibilities toward social acceptance. Although it is important to get a formal operational license, it is more important to have community social acceptance in order to ensure mutual understadings and benefits.

Every quarter in a year we (Community Relation Development Department) always take a tour on company mission of meeting with the local stakeholder in order to maintain the good relationship. There are total of 28 villages and 2 regency that is under our current project. Every of these 28 villages are in the mainstream of our project's impact, that's why they are entitled to receive continuous transparent information about the project's ongoing and more importantly our constant support to improve their livelihood.

Our aim is to achieve zero harm and sustainable livelihood development towards the local people.
